Chief Executive's Annual Report

The Council continues to improve, both in terms of its services and its overall performance. Our work alongside partner agencies also continues to develop well within an extremely complex and dynamic environment and this contributes positively to the general well being of the city.

During 2007-2008 the Council completed its major change programme, known as the Council Review 2007. While the most visible outcome from the review was seen in changes to the Council’s organisational structures the primary rationale behind the review was to begin to change the culture within the authority. Key themes within the review programme were customer focus; more local delivery of services; encouraging and facilitating more cross-departmental work; and increased partnership working.

The past year has been challenging. My report highlights the key issues and refers to challenges for the future. These include:

  • increasing customer satisfaction in local service provision
  • supporting the new political arrangements within the Council
  • the appointment of two new Directors for Children & Families and City Development
  • the preparation and approval of improvement action plans as a result of external service inspections
  • implementation of improvements to the Council’s budget monitoring process
  • the implementation and further development of the Council’s Single Outcome Agreement
  • joint working with partners, Government and the business community to
    minimise the impact of the “credit crunch” and wider economic down turn
    on the local economy and Council services.
